Over the past month, amid a shortage of toilet paper and heavier use of sanitizing wipes, the Lehigh County Authority has dealt with a higher volume of wipes, napkins, cloth rags and other heavy paper products impeding the passage of sewage to the Kline’s Island Wastewater Treatment Plant in Allentown.
