Depending on the results of extensive geotechnical tests and traffic studies, Abe Atiyeh and Stephen Rohrbach may or may not be able to build housing on much of a former industrial site in Allentown’s Union Terrace neighborhood. But in order to finance the pre-development due diligence, they first need the 21 acres over two parcels rezoned for medium-density residential use, which they argue would be more productive and legal than the current parkland zoning. Allentown City Council’s community and economic development committee on Wednesday will consider the rezoning request, for which the city planning commission and planning staff have already expressed support.
