The lack of a traffic study was what ultimately tanked Abe Atiyeh’s rezoning request to be able to build an assisted living facility in South Whitehall, which would have been part of a complex called Macungie Manor. Commissioners arrived at their unusual 4-1 vote after a long night of, at times, emotionally tense twists.
