A 53-year-old Pen Argyl man is charged with aggravated assault after driving with a woman hanging onto the hood of his car and then abruptly stopping during a dispute Friday in the borough, police said.Patrick John Hall of Williams Street is being held in Northampton County Jail on $20,000 bail….
