PennDOT is warning motorists that stopping on the roadway to view the solar eclipse is illegal, unsafe and can lead to a traffic citation. The eclipse, when the moon moves between the Sun and the Earth, is expected to blot out about 75 percent of the sun in the Lehigh Valley starting at 1:20 p.m….
