Pa. allows alcohol-serving restaurants to use loudspeakers as long as they’re not louder than a vacuum cleaner

Gov. Tom Wolf on Monday signed into law a bill for liquor license-holding establishments in all counties except Philadelphia and Pittsburgh to use loudspeakers to amplify music or entertainment, as long as off-site noise did not surpass vacuum cleaner level.
