Allentown Mayor Ray O’Connell leaves the property tax rate unchanged in the $119 million proposed spending plan for 2020 he delivered to City Council on Wednesday afternoon. But O’Connell also looks to spend $2.4 million from cash reserves to pay for “capital, fleet and information technology needs.”
