Bethlehem is considering a proposal to increase rental housing inspections by 72 percent next year as part of an anti-blight effort aimed at identifying safety risks like too few smoke detectors or improper venting. But a landlord warned the cost of the program, paid for by fees on owners of the rentals, likely would be passed on to the tenants, though it’s too soon to say for sure or by how much.
