Dog dumped on roadside in Carbon County stirs passion of shelter director: ‘If no one is prosecuted, it’s not going to change’

A dog was found abandoned on Skyline Drive near Lehighton. It’s now in the care of the Carbon County Animal Shelter, and the director is hoping the issue of animal abandonment finally gets the state’s attention.
