City Center Investment Corp., Allentown’s most prolific developer, was fined $48,000 in September for starting interior renovations on the top three floors of the former Holiday Inn downtown prior to to the city issuing the required permits, according to city records. Allentown also ordered City Center to halt work until it paid for the necessary building, electrical and plumbing permits.
