Separate zoning appeals in East Allen Township could ultimately have an impact on how property is used along Airport Road.The zoning hearing board will hear two individual appeals next month involving the Lucky Strokes Golf & Grill, 7200 Airport Road, and a 13-acre farmland parcel at 6292 Hanoverville Road at the intersection of Airport Road pegged for mixed-use development.Both appeals will be heard beginning at 7 p.m., June 18 in the municipal building at 5344 Nor-Bath Boulevard.PDW Properties LLC, which has been seeking a rezoning of the mini-golf location since 2018, is requesting a variance from provisions of the township’s zoning ordinance on the basis of undue hardship.They would like a variance from zoning requirements along the 17 acres in which they operate their recreational facility seasonally in order to allow for apartments and commercial use, township Manager Brent Green said during a board of supervisors meeting Thursday.The land is spread over two zoning districts — PC-2/Limited Planned Commercial fronting Airport Road, and Agricultural/Rural Residential to the rear.Supervisors in March denied their request for a public hearing to seek a zoning map amendment to rezone the PC-2 portion to ARR in order to bring the entire parcel into uniformity and allow for apartments to the rear.They had previously sought a zoning change last year to Light Industrial Business Park in order to sell the property for warehouse development.Airport Road Partners LLC, part of Pennsylvania Venture Capital, is seeking to build a convenience store with gasoline sales along with twin homes and commercial office space on the Hanoverville Road parcel that is zoned PC-2/Limited Planned Commercial.They are appealing the determination of Zoning Officer Shawn Leidy that their proposal is for an “auto gas station” because gasoline sales, they say, would be an accessory use.In their zoning appeal petition, they say that the township’s zoning ordinance defines an auto gas station as a place where only gasoline and limited auto accessories are sold, but a convenience store sells items other than gasoline.Leidy, in a letter to planning commission Chairman Don Heiney, states that the proposal is for a mixed commercial/residential development that is permitted as a conditional use in the PC-2 zone, but that an auto gas station is prohibited.A conditional sse, he said, must first be granted by township supervisors, which hasn’t been done.Pennsylvania Venture Capital, owned by Whitehall developer Abe Atiyeh, had in 2015 first sought to develop the parcel for 88 townhomes with a strip plaza fronting Airport Road, with some of the residential uses on land in Hanover Township.The board voted 5-0 to have the township engineer and solicitor testify on their behalf during both appeals, and will discuss the matter further during their workshop meeting June 12.Kevin Duffy is a free lance writer for The Morning Call.
