As the Saucon Creek rose in Bethlehem during Tuesday’s tropical storm, Jackie Kubiak, with her boyfriend, two cats and dog, swam across a field to safety after flood waters infiltrated the first floor. Next door, their neighbors would climb out a bedroom window to an awaiting life boat.
